Market Update | Congestion Rotterdam and Antwerp Ports

Congestion Rotterdam

Labour unrest at the Port of Rotterdam is worsening congestion and backlogs, particularly at Hutchison Ports’ Delta II Terminal, where unplanned strikes and slowdowns have severely disrupted operations. Workers, represented by the FNV Havens and CNV unions, have been in dispute with the terminal operator over a new collective bargaining agreement since last year, with further strike action threatened until a resolution is reached. As a result, vessel handling times have increased, and carriers are reporting significant delays. Some carriers are implementing contingency plans to use alternative terminals, which may also become congested. 

The disruption has led to vessel wait times of up to 7 days, barge congestion of 76 hours, and feeder vessel delays of 72 hours, affecting both export and import shipments and overall supply chain efficiency. These delays come on top of existing congestion caused by record-high exports from China in December and severe winter storms that previously suspended cargo handling at Europe’s busiest port. The temporary suspension of operations at Delta II Terminal is further straining the already stretched logistics network, with wider implications for the European trade. Congestion Antwerp

The DP World Antwerp Gateway 1700 is currently experiencing significant congestion due to high yard utilization rates. This situation has been exacerbated by carriers diverting vessels from other congested North European ports, such as Rotterdam, to Antwerp, leading to increased dwell times and operational challenges. As a consequence, trucking slots have been exhausted, with delays in truck and barge handling expected. This is especially impacting export bookings as DP World are prioritizing the removal of import containers. Mainfreight recommends that customers anticipate potential delays and adjust their logistics planning accordingly.
